On September 15, the U.S. House Committee on Financial Services announced plans to consider H.R. 8957, the "U.S. Strategic Bitcoin Reserve Act of 2026," on Wednesday, September 16, 2026, at which point the bill will proceed to a committee vote. Introduced by Representative Nick Begich, with Representative Jared Golden as the sole Democratic co-sponsor, the legislation proposes establishing a strategic Bitcoin reserve within the U.S. Department of the Treasury and a separate digital asset reserve for non-Bitcoin assets. The bill stipulates that compliant Bitcoin acquired by the federal government through forfeiture shall be included in the reserve, and proceeds from the sale or exchange of non-Bitcoin assets may be used to purchase additional Bitcoin or repay national debt. The Department of the Treasury and the Department of Commerce will also study strategies for acquiring additional Bitcoin over the next five years in a budget-neutral manner; relevant provisions explicitly prohibit funding these purchases through borrowing, new taxes, or deficit spending. The committee markup is scheduled to begin at 10:00 a.m. Eastern Time on Wednesday.
