It calls for improving a multi-tiered agricultural insurance system and accelerating the high-quality development of agricultural insurance. Efforts will be made to promote the development of insurance for agricultural products critical to national livelihood and food security, fully utilizing policies for full-cost insurance and planting income insurance for rice, wheat, corn, and soybeans. Support will be provided for developing insurance for local advantageous and characteristic agricultural products to stabilize farmers' income. Insurance institutions are encouraged to enrich their product portfolios and expand the supply of agriculture-related insurance products. They are also encouraged to actively and independently develop farmland insurance, agricultural machinery insurance, and personal insurance for rural residents in accordance with market principles, thereby fully leveraging the role of insurance in serving the construction of the entire agricultural industry chain. Localities with sufficient capacity are encouraged to reduce the proportion of county-level premium subsidies for agricultural insurance in key counties assisted for rural revitalization. The plan advocates for precise underwriting and claims settlement in agricultural insurance, encourages insurance institutions to participate in disaster relief and emergency management systems, actively carry out disaster warning and risk reduction services, and improve the quality and efficiency of underwriting and claims services.
