To advance the domestication of critical mineral supply chains in the United States, the Trump administration has initiated a review of seabed mineral extraction off the coast of Virginia, with plans to mine strategic minerals such as titanium, zirconium, and rare earth elements across approximately 2,764 square miles of ocean. If approved, this would become one of the first such projects on the U.S. Outer Continental Shelf. Environmental groups have warned that seabed disturbance could cause ecological damage requiring decades to recover, threatening numerous species including whales and sea turtles.
